CSU-Sanchez Mira hosts Capacity-Buildi ng Training on Technology Transfer and Proposal Development

In a concerted effort to strengthen the capacity of State Universities and Colleges (SUCs) in research proposal development and technology transfer, Cagayan State University (CSU), through its University Extension Office, held a Training on Packaging Technology Transfer Modality-Based Programs/Projects on April 9-10, 2025 at Sitio Nagbaranganan, CSU Sanchez Mira Old Site.

The two-day training, organized in collaboration with the Department of Science and Technology – Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD), supports the agency’s mission to effectively deliver R&D outputs to the agriculture, aquatic, and natural resources (AANR) sectors through enhanced extension and commercialization pathways.

Rooted in the Technology Transfer Act (RA 10055), the training introduced SUCs to DOST-PCAARRD’s expanded framework on extension, development, and commercialization, equipping researchers with the skills to align their proposals with priority programs and enhance their potential for external funding approval.

The activity commenced with an opening program graced by key university officials, including Dr. Arthur G. Ibañez, ASEAN Engr., CSU OIC-University President; Dr. Rodel Francisco T. Alegado, CEO of CSU Sanchez Mira Campus; Engr. Audy R. Quebral, CEO of Aparri Campus; Dr. Junel B. Guzman, CSU Vice President for Research, Development, and Extension (RDE); Dr. Florentina Dumlao, University Consultant; and Dr. Gilbert C. Magulod Jr., Director for the Knowledge and Technology Management Program (KTMP).

During her presentation of the training rationale, Dr. Josie Y. Bas-ong, Director for Extension, underscored the importance of aligning with PCAARRD's 36 Industry Strategic Plans (ISPs) under the Harmonized National R&D Agenda (HNRDA). These ISPs encompass key programs such as STCBF, STC4ID, SAFE, FVC, and SCICAT—all aimed at enhancing agricultural productivity, quality, and marketability.

Throughout the training, participants took part in a series of lectures and workshops covering various topics. These included: Introduction to PCAARRD - Technology Transfer Programs and Proposal Format, Introduction and Technical Inputs, How a Project is Developed and Managed: The Project Cycle Management, Developing the Title, Rationale, and Objectives, Developing S&T Interventions and Results Framework, Project Monitoring and Evaluation, Risk Management, and Sustainability, and DOST Line Item Budgeting.

The sessions were led by resource speakers, including Ms. Yolanda Tanyag, Supervising Science Research Specialist at DOST-PCAARRD; Ms. Diana Rose P. Cabello from the Technology Transfer and Promotion Division (TTPD) of DOST-PCAARRD; and Dr. Andrew D. Gasmen, an expert in proposal packaging.

Notable sessions included workshops where participants refined their project titles, rationales, and objectives, developed comprehensive frameworks, and presented selected concept proposals for expert feedback. Outputs from the workshops will be submitted for further evaluation and enhancement for possible endorsement to DOST-PCAARRD for external funding.
